If I want to carry out work within my Permitted Development Rights, can I start straight away?

Permitted Development Rights allow you to make additions to you property without a planning application however there is a fixed cap on the volume you’re entitled to build.  The list of what counts as permitted development is long, for example a loft conversion can be carried out without planning however adding dormer windows to the front principal elevation (usually the elevation facing the road) can result in submitting a planning application.
